So, to edit the SC4 file directly, you'll need either Rush Hour or Deluxe, I need to have either Rush Hour Deluxe, that includes both base game and rush hour, right? However, you will be able to edit the file with your SimCity 4 base game and add back the roads and other stuff that you want. Note that you will lose all roads, trees, etc. If you'd like, I could make the conversion for you. Finding new mods is just like getting a game upgrade. The game was designed from the ground up, to accommodate very significant changes and enhancements, by anyone with the technical knowledge to do it. Here's my sort-of tutorial on converting from Rush Hour to the base game: SimCity 4 still retains a cult following, more than 15 years after its release, and a large part of the reason why is custom content (aka mods). To extract the terrain from your Rush Hour SC4 and add it to your base game SC4, you do not need either Rush Hour or Deluxe.
